Okay, he has some MAGIC charm he can turn on and off like a light when he needs or wants it, but the rest he obviously was just born with.  Because oh man, this entire page is just one big fog of Fatal Charm wafting off of him.  He looks absolutely irresistible in the third panel.  What am I saying, he looks absolutely irresistible in every single panel of this page.  There is something about arrogant smugness in a really really pretty elf man that is also impossible to resist, evidently.
